培育与激励：农村公共产品供给主体多元有效的政府责任

供给主体由单一走向多元,拓展了中国农村公共产品的供给渠道,增加了农村公共产品的供给量。但是,由于多元供给主体缺乏培育与激励,相互补充、相得益彰的作用没有充分显示出来,供给缺乏整体效能。在中国诸多供给主体中,政府有着特殊的责任定位。培育和激励供给主体多元有效供给,保持农村公共产品供给主体的积极性是政府的重要职责。

Nurture and Encouragement: the Governmental Responsibility in Main Body of Diversified and Effective Public Products Supply in Rural Areas

The main body of public products supply shifts from a unitary system to pluralism one.As a result,the supplying channels for public products are expanded and the output quantity of public goods in rural areas is increased as well.However,due to the lack of nurture and encouragement on the main body of the diversified products supply,the effect of mutual complementation and benefit is not fully displayed,and the supply is short of effectiveness in whole.Among many main bodies of supply in China,the government has his special duty,and the most important duty of the government is to nurture and encourage the main bodies to supply the public products effectively via diversified channels,and to maintain their initiative to do so.
