京沪高速铁路委托运输管理模式发展研究

京沪高速铁路自开通运营以来采取委托运输管理模式取得了良好成效。随着我国铁路改革不断向纵深推进,京沪高速铁路股份有限公司亟待形成一套较为完整的运营管理模式,以最大限度地降低运营成本、实现股东利益最大化。从经济学角度看,委托运输管理模式能够符合未来一段时间内京沪高速铁路股份有限公司的发展要求。结合京沪高速铁路委托运输管理需求分析,从加强委托运输管理的沟通与协调、确保委托运输管理的合理管控、完善绩效评价考核与违约的责任制度建设、构建符合公允性要求的清算制度、创建委托运输管理模式的市场竞争机制等方面,提出京沪高速铁路委托运输管理模式的发展对策。

A Research on the Development of Entrusted Transportation Management Model of Beijing-Shanghai High-Speed Railway

Since the opening of Beijing-Shanghai high-speed railway, the entrusted transportation management model has achieved good results. With the deepening of China’s railway reform, BeijingShanghai High-speed Railway Co., Ltd. urgently needs to form a relatively complete operation and management model to minimize operating costs and maximize shareholders’ interests. From an economic point of view, the entrusted transportation management model can meet the development requirements of Beijing-Shanghai High Speed Railway Co., Ltd. in the future. Combining with the demand analysis of Beijing-Shanghai high-speed railway entrusted transportation management, this paper puts forward the development countermeasures of the entrusted transport management mode of Beijing-Shanghai high-speed railway from several aspects, that are, strengthening communication and coordination of entrusted transport management, ensuring reasonable control of entrusted transport management, perfecting the construction of responsibility system for performance evaluation as well as breach of contract, constructing liquidation system that meets the requirements of fairness and establishing market competition mechanism of entrusted transport management model, etc.
