刍议犯罪工具痕迹利用率偏低的原因及对策

工具痕迹是犯罪现场上常见的一种痕迹。从办案的实际应用效果来看，工具痕迹的发现提取率、检验鉴定率，与手印、足迹、枪弹痕迹相比相差甚远。随着社会主义法律建设的不断完善，司法体制改革的不断推进，工具痕迹检验鉴定技术工作正面临越来越严重的挑战和发展机遇。为了解决这些问题，笔者对工具痕迹利用率偏低的主要原因进行了调研分析，提出了提高工具痕迹利用率的对策。

Reflections on Low Utilization of Crime Tool Traces

Traces of tools are very common at scenes of crime. Seeing from the utilization in handling a case, the results of finding, abstracting, examining and appraising tool traces are far away from that of hand prints, foot prints and bullet tracks. With the continuous improvement of our socialist building of law system and the development of our judicial system reforms, the examining and appraising techniques of tool traces are facing developing opportunities as well as more and more challenges. To solve these problems, the writer makes a study and analysis of the low utilization of tool traces, and proposes some countermeasures for improving the utilization.
