摘    要:研究目的:分析土地市场制度安排的非均衡问题,揭示“小产权房”供地市场的制度成因。研究方法:文献资料法、博弈模型分析法。研究结果:1.在我国社会转型的宏观环境下,“小产权房”供地市场是现有土地制度安排非均衡的结果;2.土地商品价值的认知给农村集体土地带来了潜在的获利机会,产生了土地制度变迁的强烈需求。研究结论:由于国家对土地市场制度改革的滞后,导致农村集体经济组织容易进行诱致性制度安排,从而形成了“小产权房”供地市场。

Abstract:The purpose of this paper is to analyze the non-equilibrium problem of the institution arrangement and reveal the reason of the land trading market with "restricted property house'.The land trading market of the "restricted property house" is the consequence that below the land institution arrangement which is non-equilibrium; Awareness of the commodity value of land brings potential profit opportunities to the villages' collective land and results in strong demand for change of land policy. It is concluded that the village collectives could only make some induced institutional arrangement about land supply due to the lag of the reforming of land market policy, which takes shape the "restricted property house" market
