| 摘 要： | 北京市政府提出将＂集中力量、聚焦通州,尽快形成与首都发展需求相适应的现代化国际新城＂,将通州新城的战略地位提到了前所未有的高度。本文从分析北京建设城市副中心的必要性出发,结合通州发展实际,剖析了通州建设成为北京城市副中心的基础与条件,并重点对城市功能提升、产业结构升级、空间布局优化、城市管理体制创新等四个战略层面问题进行了深入研究。
