国际化营商环境战略研究现状与优化建议

良好的营商环境是促进经济高质量发展、建设现代化经济体系的基石。论文通过对国内外学者、组织机构对营商环境的理论以及指标体系构建成果进行梳理后发现,现有研究主要分为宏观整体评价和细分领域评价两部分。论文在融合国际上现有关于营商环境评价指标基础上,以世界城市核心功能对国际营商环境的诉求为内容,按企业“准入前、准入中、准入后”不同发展阶段,构建符合中国特色的国际营商环境评价指标体系。

Research Status and Optimization Suggestions of International Business Environment Strategy

A good business environment is the cornerstone of promoting high-quality economic development and building a modern economic system.After sorting out the theories of domestic and foreign scholars and organizations on the business environment and the achievements of the construction of the index system,the paper finds that the existing research is mainly divided into two parts:the macro overall evaluation and the subdivided field evaluation.Based on the integration of the existing international business environment evaluation indicators,this paper takes the demands of the core functions of the world's cities for the international business environment as the content,and constructs the international business environment evaluation index system with Chinese characteristics according to the different development stages of enterprises"before,during and after the establishment of the business environment".
