北京节水规划三十年

从20世纪70年代开始,北京的水资源供需矛盾开始突出。1981年北京市政府正式成立北京市节约用水办公室,北京的节水管理经历了从行政管理再到强化管理,直至科学管理的历程。三十多年间,为加强节水的基础工作,配合1983版、1993版和2004版"北京城市总体规划"的编制,分别于1986年、1996年和2006年编制了三版节约用水规划,文章介绍了这三版节水规划,分析在各自时代背景下节水规划编制的特点和技术演进,对北京的节水规划作了总结。

Beijing Water Conservation Planning in 3 Decades

The contradiction between water supply and demand had been rising from the 1970’s in Beijing.The Capacity of urban public water supply had increased by 28 times than 1949,meanwhile the urban population grew more than four times and the per capita daily water consumption grew 5 times.Beijing Municipal Government was formally established the Water Conservation Office in 1981.Beijing water conservation entered the phases from the general management to the administrative management and to the strengthen management,then to the scientific management.Beijing City Master Plan was modified 3 times during last 3 decades while the water conservation plan was compiled respectively in 1986,1996 and 2006.This paper will introduce the 3 versions of water conservation plans;analyze their characteristics and the technique evolution under the different background;and give a summary on Beijing water conservation plans.
