| 摘 要： | "十二五"将是中国城乡一体化取得历史性突破的关键时期,要顺应城乡经济社会发展关联度显著增强的新形势,必须积极推进农村改革与城市改革实现由脱节走向互动,构建新型工农、城乡关系.这是统筹城乡发展的关键切入点.也是加快形成城乡经济社会发展一体化新格局的重要突破口.为此,要在系统把握城乡改革联动内涵的基础上,做好改革顶层设计和总体规划,着力打破农村改革对正式制度变迁的路径依赖,积极推动资源要素向农村配置,协调推进城镇化和新农村建设,切实尊重农民合法权益和首创精神.稳步推进城乡体制机制创新.
