新疆木垒牧民定居现状及存在问题的调研分析

牧民定居是草原畜牧业从传统的游牧生产方式向现代草原畜牧业生产方式的转变的关键环节。基于实地调查的资料,分析目前木垒县牧民定居工程实施中出现的趋势和特点,分析表明,虽然国家和地方政府都加大了对定居的补助力度,但补助的方向、不同方向的补助力度与牧民的期望有偏差,牧民定居后,后续产能发展的支撑力较弱,草原畜牧业生产方式转变速度慢,为此,改变对定居工程的认识,增加资金进行草料地建设等相关配套建设是保证牧民真正定居的有效措施。

An Analysis of the Status Quo and Problems of Herdsman Settle in Mulei

Herdsmen settlement is a key link from the traditional nomadism to modern grassland-stockbreeding.Based on survey data,the trends and characteristics of implementation of Mulei herdsmen settlement are analyzed,it shows that although the state and local governments have stepped up the subsidies of settlement,there are biased between the direction of subsidies,the intensity of subsidies in different directions and the expectations of herdsmen.After settlement,the follow-up capacity to support the development is weak.So changing the understanding of herdsmen settlement,increase funds for building artificial grassland and so on are effective ways for herdsmen realy to settle.
