| 摘 要： | 西南旱灾已经对西南地区的生产、物价和城乡居民生活造成了较为严重的影响。从表面上看,西南旱灾是一种自然现象。但是,从人类行为方面看,西南旱灾实际上正是人类错误行为造成的社会问题。只有建立可持续的科学发展观、生态环境保护制度和社会主义农业经济制度,才能从根本上摆脱"靠天吃饭"式的具有严重自然信赖性的发展路径,实现农村的长治久安和可持续发展。
