军事装备维修外包风险管理体系研究

从风险识别、评估、控制三个方面研究了军事装备维修外包风险管理体系,并以部队为风险主体建立了军事装备维修外包风险管理框架。在交易成本理论和委托-代理理论基础上识别军事装备维修外包风险因素,构建了外包风险识别模型,清晰地展示了军事装备维修外包风险主体、风险事件、风险因素和揭示风险根源的理论之间的关系;利用风险矩阵和Borda方法,建立了军事装备维修外包风险评估模型,并研究了军事装备维修外包的风险降低监控方法。

To Study on the Risk Management System of the Martial Equipment Maintenance Outsourcing

The paper studies the risk management system of the martial equipment maintenance outsourcing from the risk identifying、evaluating、control three aspects. It establishes the risk management frame with the army as the risk subject. Based on the transaction theory and the principal-agent theory it identifies the risk factor of the martial equipment maintenance outsourcing. And it establishes the risk identifying model of the martial equipment maintenance outsourcing to bring forth the relation among the risk subject、the risk affair、the risk factor and the theory that post the risk root. It also establishes the risk evaluating model of the martial equipment maintenance outsourcing with the risk matrix and Borda method and studies the monitoring and control method of the risk reducing.
