Feihong Corporation is mainly engaged in domestic and international ocean cargo transportation business. In 2008, the company planned to expand the company＇ s business capacity through buying a 70,000-ton-bulk vessel from the second-hand market, where there were many other buyers hence making it highly competitive. Feihong Corporation needed 15 million dollars in emergency to deal with the financial difficulties. Accordingly, the company applied to Bank Z for help. Regarding Feihong Corporation＇s urgent request, Bank Z began a heated discussion internally. Given that an approval from the government was a prerequisite to buy cargo ships from overseas, it contradicts the corporation＇s urgent need of a freighter. In addition, it was very risky for banks to provide loans to Feihong Corporation under the background of world financial tsunami and the declining BDI （Baltic Dry Index）.
