Based on the survey on the status quo of the development of small-sized hydropower projects in Napo,the paper analyzes the problems and causes,and points that we should focus on ’CCP Central Document NO.l and carry out the ideas and countermeasures that expedite the development and utilization of water resources,on the premise of protecting ecology and the profits of peasants.
