| 摘 要： | 政策执行效率的评估,除了衡量具体的政策执行成本以外,政策执行中产生的交易成本也应该纳入政策执行效率的评估中。实际上,交易行为和交易成本在政策执行中大量存在,对其内涵、构成及影响因素的了解,能够帮助我们选择合适的政策执行治理结构,保证政策执行效率和政策目标的顺利实现。

| Abstract: | Besides the policy-implementation cost,the transaction cost should be measured in the evaluation of policy-implementation efficiency.Due to the wide existence of transaction behavior and transaction cost, to understand the implication,composition and the in- fluential factors of them can help us select the right governance structure of the policy-implementation, which is the guarantee to realize the policy goal and improve the efficiency. |
