| 摘 要： | 在我国市场经济体制日渐完善,公共财政框架已经基本建立的今天,对于财政资金动态使用的这个全新问题,应当开展广泛而深入的探索.如何把财政资金作为资本的增值特性充分发挥出来,提高财政资金的使用效率,则成为新形势下我们需要研究的理财问题.如果科学地解决这一理财问题,不仅可以拓展我国理财的新思路,也为世界各国的理财模式开创一个先例.

| Abstract: | Nowadays,With the development of market economy and establishment of public financial frame,it is necessary to widely explore the dynamic use of financial capital in China.How to give full play to financial capital's proliferative characteristics and enhance its utilization efficiency has become finance problems which we should study.So this paper tries to searche for solutions to bring new idea for Chinese financing,furthermore create a precedent for mang countries' financing mode. |
