| 摘 要： | 本文分析了我国国有资产管理中存在的误区，指出没有全民资本，只有政府资本是我国国有资产的实质性问题，因此，认为改革的选择就是要废止统一所有，确立分级所有，实行一级政府、一级产权、一级信用的监管体制。

| Abstract: | This paper analyses the wrong ideas existing in the management of our state-owned assets and indicates that it is government capital that qualifies the matter of substance to our state-owned assets but not civil capital. Accordingly, this paper holds that the adoption of reforms is to put unified ownership into an end, establish ownership in grades and perform a supervision system that contains certain level of government, ownership right and credibility. |
