我国省域全要素碳排放绩效比较研究——基于Malmquist指数分解方法

利用基于DEA的Malmquist指数分解方法,将碳排放绩效纳入全要素分析框架中,对2002—2009年我国29个省区的碳排放绩效进行比较,并分析了全国及东、中、西部地区碳排放绩效的变化规律。实证研究结果显示:"十一五"期间我国碳排放绩效出现了显著提升;三大地区的碳排放绩效存在较大差异,总体呈东高西低的局面;技术进步是东部地区碳排放绩效提高的主要驱动力,中、西部地区碳排放绩效的提升依赖于技术效率的提升,且中部地区的进步速度最显著;大部分省份碳排放绩效的提升依赖于技术效率的提高,技术进步的贡献率还较低,这不利于实现可持续性的低碳发展。

Comparative Analysis on Performance of Carbon Emission in Provincial Regions of China：Based on Method of Malmquist Index

Through bringing the performance of carbon emission into the framework of total factor,this paper calculates the performance of carbon emission of China’s 29 provincial regions from 2002 to 2009 by the DEA-based Malmquist index method,and analyzes the change law of the performance of carbon emission in eastern,middle and western regions.The empirical results show as follows:the performance of carbon emission in China has been improved significantly in the period of Eleventh Five-Year Plan;there exist obvious differences in the performance of carbon emission among three regions,and the pattern is characterized by the high level of eastern region and the low level of western region;the enhancement of performance of carbon emission mainly relies on technology progress in eastern region,and the promotion of technology efficiency plays a critical role in middle and western regions,and the increasing speed of middle region is the most obvious;most of provinces depend on more technology efficiency than technology progress to gain the enhancement of performance of carbon emission,which has negative impacts on the low carbon development in the long term.
