| Abstract: | Based on the grounded theory,this paper uses the data about the questionnaire texts about 109 companies in Shanghai to summarize five aspects which should be improved in the practise of sci-tech innovation policies through open coding,axial coding and selective coding.Finally,it puts forward some tackling measures. |
