精准治理中农村反贫困政策创新的合法性评价—以县域扶贫建档立卡为例

在贫困的精准治理中,农村反贫困政策创新的合法性值得关注。经过对已有文献的整理和归纳,构建了农村政策创新的合法性评价框架。以精准扶贫建档立卡为例,采用扎根理论研究方法进一步明确了农村反贫困政策创新的合法性评价维度和结构。然后,通过对样本数据进行探索性和验证性因子分析,再对其信度和效度进行检验,最终获得2个二阶因子8个一阶因子的测量量表。本文为新时期的政策治理"重心下移"提供了新的视角和启示。

Study on the Hill Scenery of Hangzhou and Shaoxing Ancient Cities from the View of Shan-shui City

In ancient China, cities were usually built according to terrains. Beautiful cities with hills and waters were constructed by relying on and remodeling nature. With hill landscape construction in ancient Hangzhou and Shaoxin as the research object, this paper studies the appearance of the two cities during 1600 years from the Spring and Autumn Period to the Southern Song Dynasty, from being firstly built to being fixed. After comparing the two cities, it is found that even under the same ideal of building a shan-shui city with hills and waters there were two landscape concepts, i.e. "fairy hills" and "advantageous terrain", which led to two different city space structures. In the modern times, the good tradition of shan-shui cities with hills and waters should be inherited and developed so as to build human-centered, ecological and cultural park cities full of energy.
