趣水·营城——南宁建设公园城市图径探析

摘    要:寻找南宁建设公园城市的基本思路,以人居环境三元论的理论框架为指导,发挥南宁“小水”资源丰富、沟渠通达的城市生态资源优势;以城市环境生态和风景旅游为引导,开展以山水城市为导向的城乡规划。提出了南宁公园城市的建设方略:保留水网水系,代替“填浜筑路”,留出南宁生态廊道和更多的城市公共休闲、文化和商业空间,形成绿地和公共活动空间的“网络化”。同时,探讨了南宁建设公园城市作为巨大的公共资本投入应如何构建和依托公共政策,探索出一套能让规划项目具有落地性、可操作性和可推广性的行动计划图径,构建一个多部门统筹管理、社会力量协调参与的开放平台,将公园城市建设的工作内容予以落实。

Abstract:This paper aims to study the opportunity of building Nanning into a park city today, with the help of urban environmental ecology and landscape tourism awareness, relying on the urban planning guided by landscape architecture and the theoretical framework of the ternary theory of human settlements environment sciences, replacing "filling the river" with water network system, keeping the Nannning ecological corridor, reserving more urban public leisure, cultural and commercial space, and forming a "network" park city construction strategy of ecological green space and public activities. At the same time, this paper discusses how to construct and rely on the public policy of Nanning as a huge public capital investment, explore a set of action plans with great operability and generalizability, build an open platform with multi department overall management and coordinated participation of social efforts, and implement the work contents of park city construction.
