中国省域碳排放测算及配额分配

基于IPCC碳排放系数法和贸易转移系数矩阵,测算了2000—2014年中国省域间的贸易转移碳排放量,分析了省域间碳转移的密切关系,核算了各省的共同责任碳排放量,利用加权变异系数、Theil指数和Gini系数考察了省域碳排放的公平性,并基于世袭制、平等主义、支付能力和综合公平等原则对2020年中国的碳排放配额进行分配。结果表明:可将中国30个样本省域划分为9个碳排放集结域;省域碳排放处于"比较公平"状态;要实现"十三五"减排目标,需要在全国范围内促进碳排放的自由流动和优化配置。

Calculation and Quota Allocation of Provincial Carbon Emission in China

This paper applies the method of IPCC carbon emission coefficient and trade transfer coefficient matrix to calculate the transfer of carbon emissions caused by provincial trade from 2000 to 2014,and analyzes the close relationship among provinces.And it calculates provincial carbon emission under the principal of shared responsibility,and analyzes the fairness of carbon emission among provinces by using the methods of weighted variation coefficient,Theil index and Gini coefficient.Then it adopts the principles of hereditary,egalitarianism,paymentability and comprehensive fair for the quota allocation of provincial carbon emission in 2020.The results show as follows:30 sample provinces could be divided to nine assembly regions of carbon emission;provincial carbon emissions are comparatively fair;the free flow and optimized allocation of carbon emission should be promoted in the whole country in order to achieve the emission reduction target in 13th Five-Year Plan.
