关于增强自主创新能力的对策思考

建设创新型国家,关键要把增强自主创新能力摆在突出位置,走出一条中国特色自主创新道路。本文从建立和完善政策支撑和保障体系、投融资体系、以企业为主体的技术创新体系、以高等院校和科研院所为主体的知识创新体系、人才开发和培养体系、科技创新服务体系、科技成果转化的体制和机制、区域自主创新体系等诸多方面,就如何增强自主创新能力提出若干对策思考。
