公园绿地规划的“公平性”内涵及衡量标准演进研究

公园绿地规划“公平性”内涵及衡量标准与城市发展水平及居民需求紧密相关，具有较强现实性和动态性，要在规划中准确把控仍是难题。结合不同阶段城市发展背景及现实问题，将公园绿地规划“公平性”内涵分为地域均等、空间均衡、群体平等、群体均好4个演进层次，并对各个层次“公平性”衡量标准加以审视和比较，解析其背后的生成机制，总结其演进特征。最后结合当前城市发展特征对公园绿地规划“公平性”研究与实践发展方向进行展望。

Research on the Evolution of the Connotation of "Equity" and Its Measurement Standards in Park Land Planning

The connotation and measurement standards of "equity" in park land planning are determined by the level of urban development and practical demands, which are highly realistic and dynamic. It is difficult to accurately measure the equity of park land distribution in the planning. Combined with the background and practical problems of urban development in different phases, this paper examined and compared the evolution of the connotation of "equity" and measurement standards in park land planning from four aspects of regional equality, spatial balance, social equality and social all-good, analyzed the generation mechanism, and prospected the development of further studies and practices on the "equity" topics in park land planning based on the current urban development characteristics.
