基于省域尺度的河南省烤烟生产比较优势分析

本文以比较优势理论为基础,运用效率优势指数、规模优势指数和综合优势指数3个指标,对全国各省(市、区)烤烟生产、河南烤烟与主要竞争作物比较优势进行了实证分析。结果表明,与其他产烟省(市、区)相比,河南烤烟生产仍具有较强的综合比较优势,但不及云南、贵州、福建、陕西、湖南和重庆,河南烤烟生产效率比较优势小于规模比较优势;与主要竞争作物相比,河南烤烟生产也具有较强的综合比较优势,但不及小麦、花生、芝麻和棉花,河南烤烟生产效率比较优势也小于规模比较优势。在此基础上,提出河南发展烤烟生产的政策建议,即搞好基本烟田建设,处理好烤烟与粮食生产的关系,推进烤烟区域布局调整,提高烤烟生产单位面积产量,创新烤烟生产组织方式等。

Analysis on Comparative Advantage of Flue-tobacco Production in Henan Province from Perspective of Regional Scale
