非均衡经济中区域中央银行金融调控与监管研究

本文从我国区域经济、金融发展不平衡和地域特殊性较强的现实出发,分析了区域中央银行宏观金融调控和金融监管的尴尬境地,提出了应加强中央银行各级分支行,尤其是大区分行的相对独立性,充分调动其调控与监管的积极主动性,以适应我国的现实国情,在“掌握精神,灵活处理”的原则指导下积极监管、适当调控,全面提高金融调控与监管的效率。

A Research into Financial Control and Supervision by Regional Central Bank in Uneven Economy

Starting from the fact of the uneven development of our regional economy and finance, thus causing larger regional gaps and stronger regional specific characteristics, this paper analyzes the awkward position the Central Bank is in when it conducts its macrofinancial control and supervision in such an economic condition. So the paper argues that the relative independent character of the Central Bank's branches at all levels, especially that of the branches at big region, should be strengthened. And their enthusiasm and initiative should be fully aroused in performing the macrofinancial control and supervision, so as to be suited to our present condition. Guided by the principle of "grasping the essence and handling the things flexibly" proper control and active supervision should be conducted so as to raise all around the efficiency of their functioning.
