| 摘 要： | 环境领域的诸多问题都是复杂的，跨域跨部门的环保管理，涉及多面的公共治理难题。合作治理是近年在西方国家出现的旨在解决跨域跨部门公共问题的一种治理形式。加拿大各级政府通过建立有效的合作平台，实施全社会协商一致达成共识的合作治理，取得了明显的环境保护效果，其做法和经验值得借鉴。

| Abstract: | Many environmental issues are often complicated problems in need of trans- organizational efforts. In terms of solving the trans-organizational problems, collaborative governance is an emerging new form of administration in Western countries. Through collaborative governance in the style of consensus decision-making Canada has achieved great progress in environment protection. The country＇s practice and experience in this regard are worth learning. |
