| 摘 要： | 区域学习和创新能力是区域经济发展的关键因素。本文在梳理国内外相关研究的基础上，界定了学习型区域创新系统的内涵，分析了其主体元素及其学习与创新二者之间的作用机理，并指出了地方政府在构建学习型区域创新系统中应发挥的作用。
