省级中烟工业公司的绩效管理体系设计

现阶段的我国省级中烟工业公司面临着来自体制改革、行业整合、规模扩张等多方面的压力，亟需在组织架构、业务模式、管理体系等各方面进行一场深刻的变革。本文结合某省中烟工业公司绩效管理体系设计的项目实践，总结出我国省级中烟工业公司绩效管理中所面临的典型挑战，并建议在绩效管理体系设计时应遵循尊重历史与面向未来并重、价值驱动与激励导向结合的系统化原则；通过一个绩效管理体系设计过程模式，阐述了各阶段的工作内容；最后，结合项目实践给出了一个绩效管理参考体系。
