我国“两型社会”综合评价指标体系研究综述

随着我国建设“两型社会”战略的提出，“两型社会”综合评价指标体系成为了关注的焦点。文章对“两型社会”综合评价指标体系的研究成果进行了系统的梳理与总结，发现现有评价指标体系在框架、指标赋权及具体评价方法方面存在较大差异，指标体系的实用性和评价结果的稳健性也有待增强。由于生产、消费、流通领域的资源节约和环境保护是“两型社会”建设的根基，“两型社会”建设也有赖于科技创新和大幅提升生态承载力，因此未来的研究可基于“两型”生产、“两型”消费、“两型”流通、科技发展、生态建设五个方面构建“两型社会”核心评价指标体系；应采用“两型”评价指标以减弱经济发展与资源、环境等指标并列设置所导致的指标间的冲突，增强评价指标体系的实用性；要运用组合赋权法、敏感性分析等手段不断优化综合评价方法，增强评价结果的稳健性。

Review on Assessment Index System of ＂Two-oriented Society＂

Since the strategy for constructing ＂Two-oriented Society＂ is proposed, the appraisal index system of ＂Two-oriented Society＂ has drawn a great deal of attention from policy makers and scholars. This paper analyzes and summarizes the relative studies on the appraisal index system of ＂Two-oriented Society＂. The results indicate that there are greater differences in framework, index weighting, evaluation method among existing appraisal index systems, and practicality of index system and robustness of appraisal results should be enhanced. Since the resource-saving and environment protection in the area of product-ion, consumption, circulation are the foundation of＂Two-oriented Society＂ construction, and ＂Two-oriented Society＂ construc-tion also depends on technological innovation and improving ecological carrying capacity , therefore future research should establish core assessment index system of ＂Two-oriented Society＂ based on two-oriented production, two-oriented consumption, two-oriented circulation, technological development and ecological construction, and should use ＂Two-oriented appraisal index＂to alleviate conflict among indexes caused by parallel establishing indexes of economic development , resource and environment so as to enhance the practicality, and should optimize appraisal method so as to enhance the robustness of appraisal results by means of combination weighting method, sensitivity analysis.
