| 摘 要： | 科技创新已成为影响社会经济增长和社会发展的关键性因素。在建立科学合理的科技创新能力评价指标体系的基础上，运用可拓评价方法建立了科技创新能力综合评价的物元模型。通过计算其综合关联度进行综合定量分析，将多指标的评价归结为单目标决策，实现了科技创新能力的综合评价，克服了单一评价方法所存在的缺点。通过对中国大陆12个省市区的科技创新能力进行实证分析和评价，对科技创新能力评价方法进行了有益的探索，为科技创新决策提供一种科学实用的新方法。
