国际工程采购价格风险评价指标体系研究

随着国际贸易的快速发展,国际采购已成为大型工程企业配置资源、降低成本、提高利润的主要采购方式,然而在国际采购的过程中伴随很多的风险和不确定性,文章基于黑龙江省某大型国有企业国际采购数据,在对企业进行实地调查的基础之上,合理分析大型国际工程项目在国际采购过程中伴随的价格风险,选取了金融风险、直接风险、寻租风险3个一级指标,汇率风险、通货膨胀风险、金融危机等11个二级指标,构建了国际工程采购价格风险评价指标体系,采用层次分析法和模糊综合评价法相结合的方法,对该企业的采购价格风险进行了评价,进而揭示了该大型国有企业在国际采购过程中风险较高的原因。最后构建采购价格预警体系,根据风险程度设置警报,同时给出各级警报的解除对策,为大型国有企业的在实际采购决策中提供了切实有用的工具。

Research on International Engineer Purchase Price Risk Evaluation System

With the develop of international trade, international purchase has became an important method for company to distribute resource, reduce cost and increase profit, while three are many risk and uncertainty during international purchase process, the paper will take the large state-owned enterprise in heilongjiang province as major object of study. Base on field investigation to analysis price risk in large international engineering project rational. The paper choose 3 first stair index as financial risk, direct risk, rent-seeking risk and 11 second stair index as exchange risk, inflation risk, financial crisis etc, build international project purchase price risk evaluation index system, the paper will use AHP and fuzzy comprehensive evaluation method to evaluate purchase price risk of the company, reveal the reason why the purchase price risk is high in this company. At last build risk early warning system, set alarm warning as risk level and give the solution. Suggest a useful tool to take decision during the international project purchase process.
