黄河流域资源型城市高质量发展测度研究

黄河流域资源型城市转型对推动区域生态保护和高质量发展具有深远影响。基于新发展理念构建黄河流域资源型城市高质量发展评价指标体系,运用熵值法对2009年、2012年、2015年和2018年的39个资源型城市高质量发展水平进行测度分析。研究发现:(1)黄河流域资源型城市高质量发展水平呈现出中部凹陷态势,下游地区最优,上游地区次之,中游地区最差;(2)黄河流域各类资源型城市发展差异较大;(3)黄河流域各资源型城市高质量发展速度存在较大差异。黄河流域资源型城市应因地制宜、推动"数智"转型并发现新的经济增长点来实现高质量发展。

Research on the Measurement of High-quality Development of Resource-based Cities in the Yellow River Basin

The resource-based cities in the Yellow River Basin are subject to the transformation,which has a great impact on the promotion of regional ecological protection and the high-quality development.In this paper,the evaluation index system of high-quality development of resource-based cities in the Yellow River Basin is constructed,based on the five major development concepts,and the entropy method is adopted for the measurement and analysis of the high-quality development levels of 39 resource-based cities in 2009,2012,2015 and 2018,respectively.The results are:(1)the development level of resource-based cities in the Yellow River Basin is the best in the lower reaches,the second in the upper reaches and the worst in the middle reaches;(2)the development degrees present significant difference among different resource-based cities in the Yellow River Basin;(3)with regard to the development speeds of different resource-based cities in the Yellow River Basin,there also differ from one another.According to the study of the paper,as for every resource-based city in the Yellow River Basin,the measures should be adjusted to current environment and local conditions,digitization and intelligentization should be promoted,thus improving innovative economic growth,so as to lift the development quality to a higher level.
