摘    要:一个省域的绿色发展即要努力实现经济、社会和环境的协调发展。将社会因素考虑在内,文章将省域绿色发展效率评价系统分成两阶段、三系统的复杂网络结构,又将追求效益阶段分为经济效益和社会效益两个并行子系统,并与环境污染治理阶段串行,构建两阶段混合网络结构SBM模型,评价了中国29个省域2007—2016年的绿色发展效率。研究得出:多数省域的绿色发展效率偏低,但近年来呈现波动式上升趋势;东部地区的平均绿色发展效率高于中部、西部以及全国平均水平;上海、山东、广东、天津等为绿色发展效率较高地区,而西部地区的绿色发展效率急需提高;通过松弛变量确定投入产出冗余度和不足度,找到与理想状态下的差距。最后,为了省域更好地实现绿色发展转型提出相关建议。

Abstract:The green development of a province should strive to achieve the coordinated development among economy,society and environment.Taking social factors into account,this paper divides the provincial green development efficiency evaluation system into a complex network structure of two stages and three systems,and the stage of pursuing benefit is divided into two parallel subsystems of economic benefit and social benefit,which are connected with the stage of environmental pollution control.The two-stage hybrid network structure SBM model is constructed to evaluate the green development efficiency of 29 Chinese provinces from 2007 to 2016.This study found the following conclusions:The efficiency of green development in most provinces is low,but it shows a fluctuating upward trend in recent years;The average of green development efficiency of the eastern region is higher than that of the central,the western and the whole national regions;Shanghai,Shandong,Guangdong and Tianjin are the regions with high green development efficiency,while the green development efficiency of the western region needs to be improved;The redundancy and deficiency of input and output are determined and the gap with the ideal state is found by the means of the slack variable.Finally,corresponding suggestions are proposed for the provinces to better realize the transformation of green development.
