| Abstract: | This article precisely interprets the relationship between the environment problem and externality and the different ways raised to solve the environment problem. Secondly it expounds how New Institution Economists analyze the environment problem and externality from the point of view of the property rights and the limit that others once challenge them. In the end, the article makes some suggestion about the development of some relevant institution of the property rights in China. |
