绿水青山转化为金山银山:评价与路径——以北京市密云区为例

分析区域生态资源环境发展特点,对区域绿色经济发展条件进行总结评价是让绿水青山转化为金山银山的重要前提。以北京重要生态涵养区密云为例,构建密云区绿色经济发展评价指标体系,基于熵权法构建评价模型,从经济效益维度、社会效益维度、资源环境维度和政策支撑维度对密云区绿色经济发展状况进行综合评价,进而对密云区生态系统和经济系统的协调程度进行测度。找出绿色经济发展和转换路径中存在的问题,从建立市场化生态补偿长效协作机制、绿色金融发展体系、绿色科技创新激励政策、绿色产业转型模式四个方面提出措施建议。

Transformation of Green Water and Green Mountains into Jinshan and Yinshan:Evaluation and Path—Taking Miyun District of Beijing as an Example

The important premise of transforming green water and green mountain into Jinshan Yinshan Mountain is to analyze the development characteristics of regional ecological resources and environment,and to summarize and evaluate the development conditions of regional green economy.Taking Miyun,an important conservation area in Beijing,as an example,this paper constructs an evaluation index system of green economic development in Miyun District,builds an evaluation model based on entropy weight method,and comprehensively evaluates the development of green economy in Miyun District from the dimensions of economic benefits,social benefits,resources and environment,and policy support,and then measures the coordination degree of ecological system and economic system in Miyun District Degree.It found out the problems in the path of green economy development and transformation,and put forward measures and suggestions from four aspects:establishing long-term cooperation mechanism of market-oriented ecological compensation,green financial development system,green science and technology innovation incentive policy,and green industry transformation mode.
