| 摘 要： | 本文阐述生态系统是地球上所有生命的生存系统，生态环境是西部可持续发展的物质基础。论述西部生态环境建设必须作为西部地区开发建设可持续发展的优先战略。而西部生态环境建设必须首先解决水的问题和水土流失，土地荒漠化问题，并提出相应的政策措施。
