环境规制、空间溢出与经济高质量发展——基于中国省级面板空间杜宾模型的经验研究

基于2008—2017年省级面板数据,在测度经济发展质量的基础上,考察空间相关性,构建空间计量模型,并探析环境规制对经济发展质量的空间外溢效应,结论如下:中国各省份经济发展质量总体不高,时序变化整体呈现小幅震荡态势,区域异质性显著;经济发展质量和环境规制空间自相关特征显著,存在空间集聚效应,表现出“高—高”集聚和“低—低”集聚的“以邻为壑”并“以邻为伴”的现象;环境规制显著促进经济发展质量的提升,政府过多干预并未有效引导经济高质量发展,人口密度增加、人口素质提高均有利于提升经济发展质量,人均水资源总量和绿地覆盖率对经济发展质量的直接效应为正,影响不显著。

Environmental Regulation,Spatial Spillover and High-Quality Economic Development:An Empirical Research Based on the Durbin Model of Chinese Provincial Panel Space

Based on the provincial panel data from 2008 to 2017,this paper,on the basis of measuring the quality of economic development,investigates the spatial correlation,constructs a spatial econometric model,and explores the spatial effect of environmental regulation on the quality of economic development.The conclusions are as follows.The overall quality of economic development in China’s provinces is not high,the overall temporal changes show a small shock,regional heterogeneity is significant;There is a significant spatial auto correlation between the quality of economic development and environmental regulation,and there is a spatial agglomeration effect,which shows the phenomenon of“high-high”agglomeration and“low-low”agglomeration of“beggar-thy-neighbor”and“neighboring partnership”.Environmental regulation significantly promotes the improvement of the quality of economic development.Excessive government intervention does not effectively guide the improvement of the quality of the economy.The increase of regional population density and the improvement of population quality are conducive to the improvement of the quality of economic development.
