| 摘 要： | 发展旅游业是解决对洞庭湖区进行综合治理所带来的一系列民生问题,特别是移民和农民问题的最佳选择。洞庭湖区旅游资源丰富,具有发展旅游产业得天独厚的条件。本文从旅游资源数量特征、旅游资源品质特征和旅游资源分布特征三个方面客观分析了洞庭湖区旅游资源禀赋格局,同时从旅游开发基本格局、旅游区域功能格局、旅游产品开发格局、旅游市场开发格局四个方面剖析了洞庭湖区旅游资源开发格局。基于以上认识,从旅游管理协调机构的建立、旅游规划的编制与管理、近期各功能区旅游资源开发方向的确立、旅游中心城市的培育、区域旅游品牌的提升、区域旅游合作、旅游安全保障体系的构建、洞庭湖区旅游环境的保护等方面,提出了洞庭湖区旅游资源开发的系统思路。
