| 摘 要： | 随着河北省工业化和城市化的快速发展,基本建设大量占用耕地,人地矛盾十分突出。补充耕地,解决建设用地需求须开展建设用地整理。本文分析了河北省建设用地利用的现状,总结了建设用地利用的问题,提出了建设用地整理的方向——重点整理农居点用地。在河北农村建立类似城市的土地储备制度,以解决村庄土地闲置和宅基地超标问题,实现农居点用地逐步缩减,严格控制城市规模,扶持旧城区和"城中村"的改造;加强开发区的清理整顿,调整用地结构。
