节约型城市建设评价体系建立及其应用

本文从我国节约型城市建设的实际情况出发，借鉴有关可持续发展、生态经济、循环经济以及节约型社会建设评价指标体系的研究成果，设计能够综合反映节约型城市资源、环境、经济与社会协调发展现状和趋势的指标体系，其中重点测度节约型城市的资源节约水平、要素产出水平和环境友好水平。在对评价指标体系的规范研究基础上，还进一步分析比较了长沙市与湖南省重要地市及全国其他省份城市的节约型城市建设情况。

Resource-efficient City Construction Evaluation System and Its Application

This paper discusses the realities of China＇s resource-efficient city construction, and then designs the index system to reflect synthetically the development of resources, environment, economics and society of resource-efficient city based on researches of sustainable development, ecological economy, recycling economy and resource-efficient society. The emphasis is on the measurement of resource-efficiency, element output and circumstance amity. This paper then analyzes and compares the resource-efficient city construction of Changsha, other cities of Hunan, and some cities of other provinces.
