如何实现农村综合改革试验区煤电开发与社会经济协调发展——以毕节试验区为例

毕节试验区是国务院批准于1988年建立的全国唯一的地区级农村综合改革试验区.试验区建立后,通过煤电开发,全区财政收入明显提高,经济发展取得显著成绩.但由于毕节地处岩溶山区,生态环境脆弱,多年来粗放型煤炭开发使得全区环境污染加剧,生态破坏范围扩大、社会问题日益突出.协调煤电开发与社会经济发展既是毕节试验区建设之本,也是试验区脱贫致富的必由之路.本课题组通过对毕节试验区煤电开发带来的社会经济效益及其所产生的生态问题研究,提出了岩溶山区煤电开发与社会经济协调发展对策,为类似毕节的岩溶山区进行煤电开发提供理论参考.
