| 摘 要： | 对国家有关有机垃圾资源化和生物质能发展的法规政策进行了梳理和回顾,再现国家在多项不同的法规中对该领域所做的有关政策措施的规定,体现了国家对该领域产业的高度重视和扶持政策及其发展趋势.从财政、税收和上网电价的角度分析了我国有机垃圾资源化和生物质能的扶持和优惠措施,并对垃圾资源化和生物质能产业的发展机遇、优势、资金结构、政策环境和存在问题进行归纳,指出我国在本领域法规政策存在交叉重叠,系统性、可操作性待加强,优惠力度还相对不够等问题.
