"公地悲剧"是产权不清的情况下"公地"资源配置失效,被过度使用而枯竭的过程。近年来,该理论被广泛应用于环境科学、经济学、社会学、政治学等领域。本文分析了新疆耕地数量变化与粮食安全、耕地质量变化与生态环境建设、耕地开发利用变化与地区发展战略等情况,从新疆特殊的自然环境条件、管理审批权限、水土资源开发配置、农户农耕理念等方面出发,论述了"有主之地"的耕地也存在"公地悲剧"现象。
