| 摘 要： | 生态环境保障体系的确立、生态保护的法制建设、城市生态工程建设以及营造城市的生态文化等城市治理措施是取得城市生态环境建设成效的重要保证。当前,在经济社会发展中,杭州生态环境建设形成了经济、社会、环境＂共赢＂的局面,其原因与城市治理理念、城市发展战略及城市人文精神相关。

| Abstract: | The important guarantee of the effectiveness of eco-city construction are the city governance measures which include the establishment of ecological security system,the legal constitution of ecological protection,the city ecological engineer construction and the creation of the city eco-culture.Currently,with the economic and social development,Hangzhou eco-environment construction has been formed the ＂ multi-win＂ situation of economy,society and environment,which reasons are related to the city governance concept,policy agenda,development strategy and humanistic spirit. |
