| 摘 要： | 自然资源具有资产和资源的两重性，资产化管理和资源化管理就成为自然资源管理的两种基本方式。本文在分析两种管理方式的各自优越性和局限性的基础上，借鉴国际上两种管理方式有效组合的经验，对改革我国现行的资源管理体制作一些探讨。

| Abstract: | Natural resources are characterized by their duplex properties of assets and resources, thusaccordingly forming two fundamental management branches or modes, i.e., asset management andresource management. Based on the analyses of the advantages and disadvantages of the two managementmodes, this paper discussed the reform of the present system of resource management in china byborrowing some international experience of the effective combination of the two modes. |
