保障我国农民土地收益的制度分析

近年来，由于制度安排的缺陷，我国农地大量转非，农民利益受到损害，导致大量失地农民出现，危及粮食安全和社会稳定。当前，尽管中央对土地进行了严格管理，但是只是临时政策性的措施。要从根本上解决这些问题，必须从制度创新上寻求可行的途径。为此，本文通过对农民土地利益损失的制度原因分析，并对农地制度固化和创新的风险以及几种可供选择的制度创新方案比较后，认为渐进式的制度改革是符合我国的现实选择。

The System Analysis about Safeguard of the Farmers' Land Benefit

In recent years, there are more and more rural land become the land used for building, and a lot of farmers lost their lands. Their lands benefit to be violated because of the default of our rural land system and political structure. So the food security and social steady are under threat in China. It is only a temporary policy despite of that central government take very strict measures to supervise the use of rural land. An innovation system is the best way to settle this matter finally. For those reasons, this paper has analyzed the source of farmers lands benefit to be violated, and compared the scheme of two innovation systems, then, we reach a conclusion that increasingly innovation is the most reasonable choice for the government.
