| 摘 要： | 黑龙江是乳业生产大省,既是我国原料奶生产基地之一,又是乳制品加工企业的云集之所,2009年黑龙江省牛奶产量和乳品加工企业数量均居全国第二位。加快黑龙江省乳业发展,不但对我国乳业产业链的发展具有带动作用,而且对优化该省农业结构、促进农民增收以及提高人民生活水平都具有重要意义。本文根据层次分析法构建乳业发展评价指标体系,通过评价各影响因素的相对重要性,找到制约黑龙江省乳业发展的"瓶颈"因素,最后从养殖、加工、消费和宏观环境四个方面分别建立长效机制,促进黑龙江省乳业健康持续发展。
