民族地区公共服务能力的比较研究

系统、全面地了解我国民族地区公共服务能力的状况,对提高政府工作效能,促进地区和谐发展具有重要的理论和现实意义。文章构建了民族地区公共服务能力评价指标体系,运用层次分析法确定了指标权重,从一般能力和特殊能力两个视角,对民族地区公共服务能力状况进行比较研究。结果表明,我国民族地区公共服务能力处于较低水平,在十三个能力要素中,除义务教育、公共卫生与基础医疗、公共安全三个要素表现较好外,其余要素表现欠佳;与一般能力相比,民族地区特殊能力的非均衡发展较为严重,需要引起地方政府部门的高度重视。
