| 摘 要： | 当前南方集体林区在林地流转过程中出现了一系列制度失衡现象，如不规范的私下流转、基层政府过度干预、采伐限额制约林地流转、林地转让价格偏低以及抵押困境等。制度失衡的原因主要是林地产权制度的残缺、林地流转制度本身的不完善及当前农民的社会生存环境不利于林地流转制度效益的发挥等。因此，亟待对林地流转方进行生态补贴，加强对基层政府的权力制约，完善林地流转制度，改善农民的社会生存环境以促进林地流转。
