财政转移支付对民族地区公共服务均等化效应分析

因为地理自然环境恶劣、公共服务供给成本高等原因,民族地区地方财政无法提供与全国平均水平大体均衡的公共服务。一直以来我国对于民族地区都有财政倾斜政策,虽然财政转移支付对民族地区公共服务均等化有一定的促进作用,但是由于缺乏科学、有效的财政转移支付核算体系,民族地区内部之间存在明显的差异性,而且转移支付结构也缺乏合理性。今后我国财政转移支付应以公共服务均等化目标为改革方向,同时加强对财政转移支付资金的绩效评价和考核监督。
